Just reply- with country name; pop; why you want an embassy in SAARC; what can you provide to SAARC and what you want from SAARC.
Embassy- The country is not member of SAARC but can negotiate and take protection from SAARC; they can complain to us or tell us if any SAARC country is attacking them etc...; this is used for negotiations.
